Haryana State Assembly Passes Bill on 75% Private Sector Jobs for Locals

The Haryana Assembly on Thursday passed a bill to give 75% reservation in private sector jobs to youth from the state, an election promise made by ruling alliance partner Jannayak Janta Party.

BJP's rationale behind the bill

The Deputy Chief Minister Dushyant Chautala presented the bill in the state assembly. The ruling party is of the view that the influx of migrants has led to a hyper-competitive environment among blue-collar job seekers. However, the availability of limited job opportunities has led to unemployment putting a lot of pressure on existing infrastructure.

The bill applies to the following indicative list of entities located in the state of Haryana.

  • Private companies
  • Societies 
  • Trusts 
  • Partnership firms
  • Limited Liability Partnership

Key Highlights of the Haryana State Employment of Local Candidate Bill 2020

The proposed coverage of the bill includes blue-collar jobs where the monthly salary is under 50,000 per month. It is pertinent to note that existing employments will remain outside the purview of the bill.

Entities employing 10 or more people can hire  up to 10% of the approved quota under per district.Whats intersecting is that the proposed bill does provide a lee way in the form of an exemption to the employers. It has a provision to exempt employers from hiring locals in cases when candidates fail to meet the expected level of skills and proficiency for the job, Barring this exception, the proposed law mandates penalty within the range of Rs 10,000- Rs 50,000.

The bill awaits the nod of the state governor for now.
